Shanghai Sets Five-Year Plan For Tech Modernization

Shanghai officials on Wednesday unveiled the city's 15th Five-Year Plan (2026–30), aiming for about 5% annual GDP growth and to double per-capita GDP by 2035. The plan centers on a modern industrial system prioritizing integrated circuits, artificial intelligence, biomedicine, and increased basic-research spending—targeting roughly 15% of social R&D by 2030—alongside infrastructure, talent cultivation, trade, and carbon-peak commitments.
